Welcome to The Ukraine Compass , a weekly digest of Ukrainian commentary and analysis from across the political spectrum, only for War on the Rocks members.

Each Monday, we bring you a curated selection of articles from Ukrainian media offering insight into how Ukrainians themselves debate the issues shaping their country.

American coverage often narrows the view to the battlefield — these pieces widen it, revealing the texture of daily life, politics, and public argument in a nation at war.

The perspectives gathered here are varied, candid, and often surprising, together forming a more complete picture of Ukraine as it really is.

22, 2026 Repeated strikes on Russian refineries highlight Ukraine’s growing long-range capabilities amid talk of a sectoral energy truce, writes Oleg Sarkits.

Russia’s power system, dominated by thermal generation, is resilient nationally but vulnerable to concentrated regional deficits, especially during peak demand, he explains.

He argues that the real economic damage comes from disrupting supply continuity to defense plants, refineries, and electrified railways, not from destroyed megawatts.

With refining down sharply, fuel export bans, a widening budget deficit, and stagnant industry, Russia has little room to absorb shocks, writes Sarkits.

“Ukraine’s long-range capabilities have already reshaped the geography of the war.

Distance no longer protects much of Russia’s industrial and energy infrastructure.

The economic value of these capabilities lies not in trying to switch off Russia, but in creating local power shortages precisely where electricity drives military production, fuel refining, transport, and budget revenue.”

Oleksandr Kovalenko says Russia’s new strikes on Kyiv data centers have little military value but serve five aims: disrupting information flows, undermining air-raid warnings to increase casualties and public anger, targeting military information technology infrastructure, destabilizing the economy and governance, and physically destroying buildings hosting many companies.

Because one data center can serve banks, telecoms, and hundreds of organizations, a single strike can cause disproportionate damage, he explains.

He notes Russian attacks have become more selective and professional in 2026, and criticizes Ukraine for lacking medium- and long-term threat planning, leaving it repeatedly unprepared for foreseeable attacks.

“A modern data center is more than just a server; it can carry the services of dozens or even hundreds of organizations.

A single strike can therefore disrupt banking, retail, telecommunications and other services.

Overall, such attacks have minimal military significance.

But viewed through the logic of a war of attrition against the deep rear, aimed at disrupting digital infrastructure, communications and daily life to raise the overall cost of the war for Ukraine, they make sense.”

Czech goalkeeper Dominik Hašek has become hockey’s most persistent pro-Ukrainian voice since Russia’s 2022 invasion.

He has pressed the National Hockey League and International Olympic Committee to sideline Russian athletes, visited war-torn Ukrainian cities, and challenged the argument that sports fall outside politics.

Alexander Ovechkin’s recent appearance in a United Russia campaign video with Russian Foreign Minister Sergey Lavrov reinforced his point.

The article argues that Hašek’s independence makes him more persuasive than Ukrainian ambassadors, and that Ukraine should support such foreign advocates without formally co-opting them, building a network of independent voices that could potentially change public perception.

“Ukraine did not make Dominik Hašek its advocate; he chose that role himself.

That is the main lesson of his story.

We must learn to recognize those who already speak up for us, support them, and let them remain independent.”

“ Trump, Putin, and Xi at the Same Table: The Kremlin Is Preparing The Most Dangerous Scenario for Ukraine ”

By Vadym Denysenko/Sept.

25, 2026 Vadym Denysenko argues that after a friendly but unproductive Trump–Xi meeting, Russian diplomacy will push for a Trump–Putin–Xi summit at December’s G20, a highly negative scenario for Ukraine.

Trump avoided asking Xi for help reopening the Strait of Hormuz, and Beijing is content to wait, as Washington will increasingly depend on Chinese rare earths, the author writes.

Ukraine was barely mentioned, and the author criticizes Kyiv’s inconsistent messaging on China.

A Trump–Putin–Zelensky meeting looks unrealistic, but Denysenko believes Moscow envisions a three-power summit akin to the 1943 Tehran Conference, offering concessions to American and Chinese business to get them on Russia’s side during negotiations.

“As expected, Ukraine was mentioned only in passing during the talks.

More broadly, Ukrainian foreign policy is raising many unanswered questions.

How can Kyiv ask Trump to urge China’s leader to pressure Russia, and on the same day tell the Wall Street Journal about Chinese drones being tested in Ukraine?

23, 2026 Ukraine signed the Council of Europe’s Luxembourg Convention on protecting the legal profession in March 2026, but ratification raises concerns.

The treaty allows almost no reservations and creates GRAVO, an expert monitoring body whose findings could conflict with binding European Court of Human Rights rulings.

Implementation would require major legal changes internally, including granting GRAVO access to criminal case materials, which Ukrainian law restricts, and guaranteeing travel for experts barred from leaving under martial law.

Oleksandr Banchuk warns that an unreformed National Bar Association could trigger a flood of complaints, branding Ukraine a rights violator and hindering its E.U.

“Implementing certain provisions of the Convention will require significant changes to national legislation.

For example, paralegals would need the right to confidential communication with clients, a right currently reserved for lawyers in Ukraine.

The National Bar Association would also have to be consulted on any proposed amendments to relevant legislation or its application, even though the association itself requires substantial reform on Ukraine’s path to E.U.

27, 2026 Victor Moroz criticizes President Volodymyr Zelensky’s recent admission in New York during the U.N.

General Assembly, that he has made many mistakes and hopes to walk safely through Kyiv after his presidency.

The columnist argues Zelensky should have considered his responsibility before taking office, blaming him directly for the war’s devastating human and material costs.

The author doubts he will repeat the confession to Ukrainians and accuses the government of underfunding domestic long-range missiles and air defense systems in favor of heavily promoted interceptor drones.

The piece ends by suggesting Ukrainians bear responsibility for their choice of leadership and should correct that mistake as soon as they are able.

“I suspect his confessions in New York during the U.N.

General Assembly were made almost by accident, under the mysterious influence of American democracy’s atmosphere.

I doubt President Zelensky will repeat them to a broad Ukrainian audience, especially as he returns to a country battered daily by Russian drones and missiles, yet one that, oddly enough, still believes in him and expects, if not a miracle, then real action.”

By Vitaliy Shapran/Sept.

22, 2026 Economist Vitaliy Shapran rejects apocalyptic views of Ukraine’s draft budget, noting it will change in parliament and that there is still time to fix it.

He proposes five solutions: redirecting funds from discredited sectors like the judiciary and prosecution to the military, including higher pay for non-combat positions; cutting non-essential wartime spending; using the National Bank’s non-emission tools; investigating Russian money laundering through Ukrainian banks from 2000 to 2022, which could yield tens of billions of dollars; and reinvigorating work with Western donors, since Russian aggression now threatens security of Europe and its allies, not just Ukraine’s.

“Another potential source of revenue is launching an investigation into the laundering of Russian money through Ukrainian banks between 2000 and 2022.

It would be a long-term effort, but it could bring Ukraine tens of billions of dollars.”

22, 2026 Ukrainian businesses are increasingly building their own shelters as Russian attacks intensify and the state’s shelter supply falls short.

Kyiv has added only four new shelters since 2022 and just announced plans for 50 mobile shelters, far too few for a city of three million, argues Oleksandr Chupak.

Oleksandr Chupak

Private initiatives have proven effective: Rozetka’s shelter in Brovary saved 92 employees during an August 5 missile attack, while Nova Poshta built 580 capsule-style shelters on-site at its facilities.

Gas station operators have also installed shelters used by staff, customers and nearby residents.

The author argues that close cooperation with business is the best way to expand overall civil protection and keep Ukrainian businesses afloat.

“Ukrainian businesses have already built up extensive experience in constructing shelters.

Importantly, entrepreneurs don’t limit themselves to imperfect building standards but design shelters to protect people as effectively as possible and meet their needs while inside.

The best way to improve the shelter system, adapt it to wartime realities and protect as many people as possible is through close cooperation with business.”

Mykola Knyazhytskyi says the state’s “Tysiachovesna” program to fund Ukrainian cultural products is a sound idea but raises concerns about how it is implemented.

Speaking at a round table with the culture minister, the parliamentary humanitarian committee, and community representatives, he noted it is too early to judge the program’s results but questioned the transparency and fairness of funding.

He highlighted million-hryvnia organizational costs for rent, translation and marketing, competition rules and expert conflicts of interest.

He argues funds should be distributed by specialized cultural institutions, with Tysiachovesna showcasing the results, so state support strengthens existing institutions rather than creating a parallel system.

“My position is simple: cultural funding should be distributed by specialized institutions created specifically for this purpose.

They have the experience, clear rules, and a proper separation between experts and funding recipients.”

“ Language, Memory, Death, and God in the New Poetry Collection of Serhii Zhadan ”

By Anatoliy Denysenko/Sept.

25, 2026 This review examines Serhii Zhadan’s September 2026 collection Hymns of Baroque Wars, published by Meridian Czernowitz and combining poetry, prose, and the author’s own drawings.

Zhadan, a writer, musician, and, since 2024, a soldier in the Khartiia brigade, explores children growing up amid war, home and memory as the foundation of identity, and death as something every Ukrainian confronts daily.

He reflects on language as the medium through which life can be lived and understood, on evil’s seductive impunity, and on a God who suffers alongside people rather than saving them.

The reviewer calls the collection modern, prophetic and deeply unsettling.

“Zhadan portrays God as the One who simply sees everything differently and speaks of it in another way.

For the poet, the sky is a verb in the past tense, and God is a shadow cast by a person, while humanity itself is a center of sadness.

Not believing in God is the same as not believing in yourself, a form of self-denial, and God can only be sought within what you see.

God and language are connected, since God is the reverse side of language, and God disappears when humanity disappears.

God is a reminder you project into the world as you live your life.

The poet offers no gratitude or indulgence to the Almighty, and no one calls on Him to talk anymore.”

If it feels like every other commentary you read these days is about AI and the impact such advanced technology will have on every aspect of our world, you’re certainly not alone, and it’s certainly not just an American phenomenon.

Ukrainian writers have been addressing how AI will change Ukrainian business, education, and culture for months now, but this week’s Russian strikes on Kyiv data centers pushed the conversation into strategic territory.

An emerging trend among Ukrainian military analysts, at least those who publish in the reputable outlets we cite in this newsletter, is the view that Russian strikes increasingly offer little military benefit.

Instead, they are aimed at degrading civilian morale and quality of life, with the aim of making the cost of continuing the war on its current trajectory too high for Ukraine.

Targeting one of Kyiv’s largest data centers, which provides many everyday digital services to the region beyond storing AI data, fits within that strategy.

Every country in the world is surely taking note of just how increasingly central technology is to a society, and how striking the nucleus of that technological function is a surefire way to inflict damage on a population.

While another commentary on data centers and AI isn’t surprising, especially with AI as a global hot-button topic at the Trump-Xi summit, what was surprising was what went missing from Ukrainian op-eds this week: anything on the conditions in Oleshky, the Russian-occupied city where only around 2,000 civilians remain.

I’d encourage everyone to take a moment to read the coverage of what’s happening there right now.

It’s hard to stomach, but it reminds us that war is nothing if not cruel and unfair.

It is strategy and negotiations, yes, but it is fundamentally death.

After more than four years of full-scale war, when the momentum of outright shock or anger has dulled for many, talking about what’s happening in Oleshky offers those of us in the West a healthy dose of reality.

It gives us a chance to assign real meaning to the words “I support Ukraine.” You can point to a picture of Oleshky and say, “I support these innocent people who did not ask for this.”

The lack of commentary on Oleshky in Ukrainian media is interesting, but I wonder if it’s partly because, well, what else is there to say?

There’s no diplomatic angle to spin on starving children.

There’s no original way to label Russian soldiers as perpetrators of violence.

So really, what is there to say, other than that the war needs to end?

The very absence of these articles points to exhaustion, something we’ve seen surface again and again across topics, authors, and outlets.

Ukrainians are tired, but that isn’t stopping the conversation on other important topics, like adapting the legal system to align with European Union frameworks, how parliament can redistribute the budget to better serve Ukraine’s current needs, and thoughtful reviews of modern Ukrainian poetry.

I’ve had a favorite word in my own life recently: resilience.

It’s become my favorite partly because I see it everywhere, every day, when I read Ukrainian media.

We shouldn’t read Ukrainians’ silence on this tragedy as apathy or neglect, but as an active, ongoing act of resilience.

By continuing to write about issues that could shape Ukraine’s future, not just its present, these writers are saying, “The war continues, but so must we.”
