As the U.S.-Israeli military campaign against Iran enters its sixth month, Washington’s debate about China and the Iran war often begins with a deceptively simple question: Is China winning or losing from the conflict?
Some argue that the war is a strategic gift to Beijing, weakening U.S. influence in the Middle East while strengthening China’s position as a diplomatic and economic power.
Others contend that because Iran is an important Chinese partner, the weakening of Iran must ultimately weaken China as well.
In practice, China does not see the war primarily as a contest over who gains or loses influence.
Its more immediate concern is whether the conflict produces consequences that threaten China’s economic interests, strategic environment, or room for maneuver.
Beijing’s approach is therefore less about exploiting the war than about managing its fallout: containing spillover, reducing risks, diversifying dependencies, avoiding strategic entanglement, and finding areas of overlap.
The central question is not who wins or loses, but what kind of regional and international order emerges from the conflict—and how much instability China will have to absorb.
China has powerful incentives to see the conflict end as quickly as possible.
As the world’s largest crude oil importer, China imported roughly 11.6 million barrels per day in 2025 and is highly exposed to disruptions in the Strait of Hormuz.
In June 2026, China’s crude imports fell to 7.12 million barrels per day, the lowest level in almost a decade .
Yet Beijing has not faced an immediate energy crisis.
Inventories, procurement adjustments, and alternative suppliers— including Russia —have given China considerable room to absorb temporary disruptions.
The bigger concern is systemic.
Prolonged conflict can destabilize energy prices, disrupt shipping, increase insurance costs, damage regional infrastructure, and generate broader supply-chain shocks.
The Strait of Hormuz is part of the infrastructure supporting the global trading system.
For Beijing, therefore, the problem is not simply energy scarcity.
It is the possibility that a regional war could spill over into wider disruption of global trade and supply chains.
China’s interest in ending the war is fundamentally an interest in stability.
There is a widespread assumption in Washington that because China helped facilitate the Saudi-Iranian rapprochement in 2023, Beijing should now be able to “deliver peace” in the Middle East.
This greatly overestimates both China’s capabilities and its ambitions.
China is trying to help end the conflict, but it is doing so primarily through diplomatic de-escalation rather than coercive intervention.
The reason is straightforward.
China does not possess the alliance network, military infrastructure, or regional command structure that the United States has developed over decades.
More importantly, Beijing has little interest in assuming responsibility for being the Middle East’s security guarantor.
The regional security landscape is itself changing.
On August 7, Saudi Arabia, Turkey, and Pakistan signed a joint defense agreement.
Some observers have already compared the arrangement to a potential “ Middle Eastern NATO .” The analogy is premature, but it reflects a broader regional desire to diversify security partnerships rather than rely entirely on a single external security provider.
Rather than seeking to fill the security vacuum, China has focused on maintaining communication with Iran, the Gulf states, Pakistan, Arab organizations, and other major powers.
In May, Foreign Minister Wang Yi explicitly supported Pakistan’s mediation between Washington and Tehran and encouraged Islamabad to continue its efforts to help resolve the Hormuz issue.
This approach resembles China’s position on the Ukraine war.
When a conflict involves major military powers and China is not the cause of the war or a party to it, Beijing generally sees neither a particular responsibility nor a realistic possibility of becoming the primary mediator.
When the belligerents still believe that military means can improve their bargaining position, mediation has limited room to operate.
China therefore tends to focus first on preventing escalation, containing spillover, and preserving the possibility of eventual diplomacy.
In that sense, China is acting less as a traditional mediator than as a risk-reduction agent.
One of the clearest lessons Beijing is drawing from the crisis is that resilience requires reducing excessive dependence on any single country, route, or chokepoint.
This applies to energy, transportation, trade, and financial connectivity.
The strategic logic behind projects such as the China-Kyrgyzstan-Uzbekistan railway, the Trans-Caspian Corridor, and Arctic shipping routes is therefore becoming more important.
These are not simply economic projects; they can also provide alternative routes when traditional maritime corridors become vulnerable.
The same logic applies to China-Russia relations.
Instability in the Gulf increases the strategic value of Russia as an energy supplier, while disruptions to maritime routes naturally increase the value of land-based energy connections, including the Power of Siberia 2 gas pipeline project.
But it would be a mistake to interpret this as the activation of a Sino-Russian alliance.
China’s energy strategy is based on diversification, not dependence.
Even when Beijing and Moscow share a strong political interest in expanding energy cooperation, China continues to pay close attention to prices, investment structures, commercial terms, and market conditions.
China does not want to replace dependence on the Gulf with dependence on Russia.
Its objective is to have fewer dependencies altogether.
In June, Wang explicitly framed the conflict in terms of four lessons .
From Beijing’s perspective, the war demonstrates the danger of both initiation and entanglement.
When major powers confront security challenges, they should place greater emphasis on restraint rather than allowing power to be used without limits according to the logic of the jungle.
China seeks strategic partnerships that serve its development agenda—not arrangements that automatically draw China into other countries’ confrontations.
This helps explain why Chinese strategic thinkers have shown relatively little interest in transforming the comprehensive strategic partnership with Iran into a hard-security alliance.
China has neither provided nor intends to provide weapons to either side in an ongoing armed conflict.
Beijing views overly expansive definitions of “dual-use items” with skepticism, seeing them as a convenient way to assign blame for setbacks on the battlefield.
Before the current conflict, China and Iran did engage in arms sales and military exercises, but these were primarily intended to help Iran maintain a credible defensive capability.
That distinction is particularly important given the broader costs of a protracted war.
The economic, security, and geopolitical consequences of an ongoing conflict in the Middle East would extend well beyond the region, with China itself bearing a significant share of the fallout.
Beijing therefore has little interest in allowing the conflict to drag on simply to impose costs on the United States.
Nor does it want the conflict to reach a point at which China’s own security interests become directly entangled in Iran’s confrontation with Washington.
Contrary to the assumption that China’s position must necessarily conflict with Washington’s, there is actually more overlap than is often acknowledged.
Beijing’s approach can be summarized through two sets of three principles: On the nuclear issue, China emphasizes non-proliferation, Iran’s right to peaceful nuclear energy under the Nuclear Non-Proliferation Treaty, and a negotiated rather than a military solution.
On the Strait of Hormuz, China emphasizes freedom and safety of navigation, reopening the waterway through political rather than military means, and addressing the broader security and economic concerns underlying the confrontation.
At the underlying level, these principles are not fundamentally incompatible with U.S. objectives of preventing nuclear proliferation, protecting global commerce, and eventually stabilizing the Gulf.
Hormuz itself illustrates the potential for practical cooperation.
Discussions of unilateral control, transit fees, or even military escorts run counter to the strait’s character as a global public good—and are hardly the end state that Beijing, and perhaps Washington as well, would want to see.
The more difficult question is Iran’s economic future.
If Washington has genuinely moved away from regime change as an objective, it will eventually have to provide Iran with a credible pathway toward economic survival.
Some form of U.S. sanctions relief will be essential, and China is likely to play an important role in Iran’s postwar reconstruction.
In other words, in ending the war and restoring regional order, there may be more room for practical U.S.-China cooperation than either side is currently willing to acknowledge publicly.
Of course, this overlap has limits.
If Washington continues to seek Iran’s collapse by intensifying its military campaign and broadening the scope of its attacks, thereby further exacerbating the conflict, that would undoubtedly alter Beijing’s current position and strategic calculus.
The postwar Middle East will be more complicated, not less.
The conflict has weakened assumptions that Gulf states can simply function as safe havens for capital, talent, energy infrastructure, and global commerce.
Even countries that were not direct participants in the fighting have been forced to reconsider the security premium attached to their geographic location.
China’s preferred role is likely to be economic and diplomatic: helping reconnect Iran to regional markets, supporting infrastructure recovery, encouraging political dialogue, and working with other countries to reduce the risks of renewed conflict.
The Iran war, the Red Sea crisis, the Black Sea disruptions, and recurring concerns about the Panama Canal have all reinforced a Chinese perception that key maritime chokepoints should not become instruments of geopolitical coercion .
For Beijing, the value of a major maritime corridor ultimately depends on the international community’s ability to preserve it as an open, safe, and predictable artery for global commerce.
Beijing remains concerned about what it sees as the risks of unrestrained American power, including the use of military force and increasingly assertive approaches toward strategic chokepoints, critical resources, and political affairs abroad.
But China also recognizes that a complete U.S. retreat could create instability that China itself would have to absorb.
China therefore still has an interest in the United States providing regional public goods—provided that U.S. leadership is exercised with greater restraint and does not repeatedly generate new security crises.
China sees a dangerous conflict that has created some strategic opportunities but also substantial economic and security risks.
Its priority is to limit those risks, diversify its dependencies, preserve diplomatic options, and avoid becoming entangled in another major power’s war.
Its preferred role is narrower—and perhaps more sustainable: reduce the temperature, keep the channels open, prevent the crisis from spreading, preserve the openness of critical maritime routes, and be ready to help when the parties are finally prepared to make peace.
That may not make China the “winner” of the Iran war.
But it may explain more accurately what Beijing believes a responsible major power should do when the costs of instability extend far beyond the battlefield.
